I've been thinking of doing just this - for two reasons - one being the reason you stated before, two being my exhaust hits the rear runner.

But .. why is it designed like that in the first place - is there a down side to cutting it?

Look here @ JB Tuning.

On the racing spare parts section, they do an air scoop.

Jims, have you tried doing the mod to the mag housing to get more air to the cylinder? Photos pinched off someone else. Not so sure that the inner lip needs to be removed though, would have thought just the outer would be enough and allow more air through. Unless someone can advise me otherwise.

I did the modification on pics posted by dapper. I don't have any idea about the efficiency of that but if I'd made it again I'd let the inner lip intact as there's no point getting cool and dirty air inside the mag housing.

no mate, it's a JL but hits the down pipe hits the rear runner so I've 'modified' it to suit but it still clatters when I go over a decent bump.

I have an R1 shock and I think maybe a shorter shock would help but don't think there is one?

I'm not sure if removing that much is a good idea either. The shape those rims form is called a volute, this is used in centrifugal pumps (which is what the fan actually is) to reduce turbulence and turn kinetic energy into pressure energy at the outlet. If removing it creates more turbulence then that would reduce pressure at the outlet and airflow would actually be less.
