Choke cable

Hi all , this is doing my nut in ! So got a Delly PHBH carb on my GP avin a mare with a new choke cable ! Plunger is not closing properly or fully opening . So is the answer to shorten the outer slightly and lift plunger if needed with adjuster screw ?
Am I right in saying that -
If outer too long - plunger won’t lift enough ?
If outer too short - plunger won’t close properly ?
So I suppose the length of the inner is unimportant it’s the length of the outer thats important ?

Martin Leech makes chokes correct size fit phbh.

Perfect fit.

For left or right hand carb in black or grey

I found the Chisel adjustable to bulky
