Phbl 25 set up

Thinking of going from a standard mb21 bs5 carb off a tv 175 series 2 to a Phbl 25 carb. Would this be a good option? Currently I'm getting around 52-53mph top end after a engine rebuild after 500 miles running in. The scooter also has a standard looking casa exhaust. Should the scooter be pushing more mph out top end on the standard carb? Any information would be appreciated.
