Morris from Bangkok has done a 140cc conversion on his Vega...I can ask how he went about getting it upto that for you.
I've ridden it before and it seemed ok quite a smooth ride. Never knew it was a 140 at the time, knew it was uprated but thought he'd used a J125 barrel.

I have done the TZR conversion with some extra tuning. The piston needs checking where the windows have been welded up and you will need a 3mm( I think) pack plate to raise the barrel .The head needs reprofiling and opening out and the head cowl needs denting to clear the frame join under suspension compression.I used a Ser 3 150 inlet manifold ported out for a PHBL 25 carb with a chisel pipe Image Image

...seat's from Absolutely Scooters Sheffield...kit fits 50 and 75cc casing...well pleased with performance.... ;)

Got the reply from Morris on his Vega 140:-

I make up to 140 cc by Cento cylinder and head. Enlarge the intake and exhaust port. Use Japan conrod, japan piston Honda NSR 150 (not for sure for dia of piston and stroke ) the electronic by ignition coil form Ducati Vespa PX rewiring. Set up 15 tooth front sprocket from LI sprocket ,Ignition coil from suzuki 125 cc and new construction inside original exhaust , 110 km/h top speed on 7 year ago ha ha
Cheers Morris

Hope it helps
