Will a 100/90 tyre fitted to a COSA wheel rim fit on the rear of a PX, or will it rub on the casing ?

Rubs on clutch cover with a Conti scootsmart even with two washers spacing the hub out from the rim. Much better fitting 100/90 on a standard PX rim. Two spacer washers and no clearance issues. I'm assuming different tyres will be slightly different.
