vespa spitting back

Just taken in a very straight Motovespa P200E 1981.
Was put away in 1986.
Got it started it wont rev and it spits fuel 3 feet in the air without the filter on all over the seat and back light.
So far have tried 2 spotless carbs.2 CDI boxes plugs and HT leads etc.
Have filled the crankcase opening with 2 stroke to check the sealing pad 20 minutes without loss.
Gearbox oil doesnt smell of petrol and have have checked the timing.
Any ideas !!!!
Possible piston rings or bore damage 30000kms 22000miles from new ??.

On projects like this I squirt about 10-20ml of neat fuel down the spark plug hole, quickly tighten the spark plug by hand and kick the scooter over. When the scooter starts give the throttle a slight turn. Hopefully the idle is ok, this draws the fuel from the tank and gets everything going. Is the fuel line ok, not kinked in any way. If its not fuel related then it is electrical. Have you tried removing the outer green wire from the HT Coil. Not completely familiar with this model, but give the above a go and see if it helps.

Would you believe started to strip scoot to take motor out and exhaust was really heavy.
Pipe full of straw and mud.
Fitted another pipe 1st kick.
