where have you plugged the charger in ?
best to be on the feed wire from the regulator, then you're checking for DC volts in the circuits. the horn will sound crap, but it should make a noise.
otherwise, something is shorting to earth somewhere, so recheck that with your multimeter

Right ..after a bit of playing feeds now reading 9 DC volts and working as should...put the black croc clip of charger to the frame stand its stood on and that seems to giving a better earth...horn/back light/brake light/festoon/speedo bulb all working...but no headlight, reading 9 volts DC from clips that hold bulb in but no headlight...its one of those halogen bulbs that your not supposed to touch so maybe no good after winter storage in a box...defo not blown either filiment.

It's quite posible that your charger isn't man enough to power the headlamp, try the lamp directly on the charger.Lam46 wrote:Right ..after a bit of playing feeds now reading 9 DC volts and working as should...put the black croc clip of charger to the frame stand its stood on and that seems to giving a better earth...horn/back light/brake light/festoon/speedo bulb all working...but no headlight, reading 9 volts DC from clips that hold bulb in but no headlight...its one of those halogen bulbs that your not supposed to touch so maybe no good after winter storage in a box...defo not blown either filiment.
