I presume the end plate is doweled and tight and you haven't mentioned the main wheel bearing?
if you have sorry
Do you have any play in the needle bearing and lay shaft, (End plate) some of these bearings seem to vary in size

Check the actual layshaft, I've known two to snap. One of those did start wobbling whilst coming back from a rally, luckily when it did go my mate wasn't going flat out.

Ps prior to it snapping, there was no obvious signs of damage.

How do you know it is wobbling?

Is the scooter weaving over the road when you ride it at a certain speed? Is the wheel running out of line when you jack-up the back wheel and spin it while the scooter is stationary.

My mate had a similar problem that turned out to be that the rear shocker was fecked.

It was a rather thrifty Yorkshireman (you know the type, wears Asda jumpers ;) ) so he settled on an Escort.
