I really have no idea of the purpose of the slots, but would suggest that they would not help if there are hot start issues, as there often is with these 'antiques designs' when using an air filter of any kind.
If the intention was to induce turbulence, there's plenty enough with the round slides, so the slots seem bizarre to me.

)the left hand slot ( as viewed in your picture) does it have a hole in the start of it ?
