Lower fork bearing fitting, balls up or balls down?

Its been a while since Ive changed fork bearings and on my latest project scooter I decided to renew all of the bearings and races on the fork stem and frame.
I bought a full kit from scootopia which was good and the parts fit well.

The main fork bearing is however definitley two sided, meaning that the balls are a lot higher on one side than the other. The cage for the ball bearings is not in the middle if that makes sense?
Is this ok to fit and if so, how?
Higher side with balls up towards the headset or balls down towards the wheel?

Thanks Tony, looks like I will have to take the forks out again. Good thing I havent fitted the headset yet.

lam doing a gp 200 up and i remember the balls being up on the lower and i sort of remember the same for the top thanks for the info
