It's for a Briggs and Stratton lawn mower. I have no idea if you can get in the UK, I got it for 20$ on Amazon. Fits snug over the 39mm opening and perfectly under the panel. I did not have to adjust my jetting to my great surprise.

That wouldn't be too much is a stretch on the phbh which is 42 mm without the plastic bellmouth

Any feedback on these filters from those that were going to get one to try?

Had to cut the corner away a bit on mine ,where the fuel bango /pipe is , i know the hole is slightly larger than my PHBL 25 but stays in place against the panel, doesnt affect the running at all.
be switching to a Mikuni TM24 soon , hopefully it will still fit .
