yes as grumpy says when there is an ignition issue an additional condenser is often fixed outside the flywheel cowling in parallel with the stator condenser to test if the original stator condenser is faulty. if the scooter then starts and runs better then you know for certain that the original condenser on the stator is bad. Its a very quick easy test to 'prove' or eliminate a stock condenser
The fact that your external condensor is still fitted suggests to me that the OP decided to leave it in place,... either to avoid removing the cowl and stator to replace the original condensor or because actually it is a much more sensible placement for the condensor for long term easy access, testing and replacing .
it will be interesting to know if the stator condensor is still in place.
