Low down splutter... won't Rev.

Ok this is the third time this has happened today, engine starts (from warm) but won't Rev at all just blubbers away to itself at low revs for several minutes then picks up and is normal, any ideas ?
Best I could come up with was after a run any oil accumulated in the bellows was flowing back into the carb causing a bit of plug fowling ?

Or could be piston rings fail. Loss off compression.

Have you tried removing the bellows from the carb when this happens to see if it improves

is your choke off properly, make sure you have some free play in the choke cable when its turned off.

When starting from warm turn off petrol and choke and let it splutter, after about 30 seconds it will Rev loudly then quickly turn petrol on. Caused by excess fuel in the bellows.

Thanks for the replays guys, the more I think about it the problem coresponds with me washing the scooter and I think what happened is the PHBH 28 I have has had the breather tubes pulled out and I think water has gotten in and is in the float bowl, I'll check tomorrow failing that I will warm it up and then try without the bellows, either way it's a recent thing and nether happened before, choke is adjusted correctly and compression good so I doubt the rings are sticking but we will see.

Well it went again tonight, a few checks revealed the mixture screw was only one turn out? Don't know why as I set it at 1.5 turns out, anyway reset it and all is good again.
