Is 24mm to big?

Have a customers scoot standard Innocenti SX150 in the workshop at the moment.
Was running really badly with a 22mm Jetex.
Cylinder is standard.
Had a brand new OKO/Kelkin PWK 24mm on the shelf so fitted this as well as a Clubman pipe to replace damaged original.
Using ScootsRS froum have jetted with 108 main and 32 pilot.
Scoots flys on full throttle but horrid on tickover and upto half throttle.
At first thought reduce pilot sixe but cant find smaller than 32 anywhere either genuine or copy.
Any thoughts welcome.
