Hard to Start & Only Starts With Choke When Hot?

Posting for a friend.

His Lambretta is a bit of a bitch to start and when the engine is hot/warm it won't start without the choke.

Any ideas?

Sterling exhaust
Dellorto PHBH 26mm

X7 Needle on second clip down
40 slide
45 Pilot
107 Main

yeah weak pilot

i had a similar set up 175cc 26mm phbh and clubman i think it had 48 or 50 pilot
ive got the carb set up at home ill have a look late.
One thought though is it of a bike and is it 4 stroke? Has it been converted to 2 stroke?

I suggested weak pilot last night, but I'm usually wrong.

As far as I know it's definately not off a bike
