If your on Facebook you could try Rob Skipsey.
He seems to be able to register scooters that have had registration issues.

When i had problens registering a vespa gt. I rung them. Spoke to someone. They explained to me what was wrong and we sorted it over the phone.
Very helpfull to be honest.
That said i know lots of people have problems with the DVLA.
I think it depends on who looks at your paperwork.

That statement is bang on.
I sent all the correct paperwork through to the Dvla and they rejected it saying I didn't have a certificate of conformity??( You don't need one when registering a used Classic vehicle from within the European Union).
Sent the same paperwork back in and a couple of days later I received a v5. The only problem I now have is that they have lost my documents when returning back to me!!
