I've had to applie for a nova from dvla as well as a v5 in my name as my scooter has never been reg before since it was built , rob skipsey is doing mine and any ideas on time scale it takes many thanks

I did mine through Rob, it took just over 3 weeks.

DVLA do not issue NOVA, they are issued by HMRC.
