V55/5 has a dual role.

Primarily it is to REGISTER a used import. It was also be used to TAX as well at the same time.

It would appear that DVLA have relaxed the rules whereby a newly registered used import MUST be taxed at the same time- thus no Ins Docs are required.

Thats my understanding anyway.

I've just emailed the DVLA to find out what the process would be to register without taxing.
Did you have to do that?

Regretably I fear we could send 10 Emails and get 10 conflicting replies from DVLA going on past experience though!...........

Dear Mr Bond

Thank you for your email received on 6/11/14. Your email reference number is 2524079.

In order to register a vehicle you will need to send your application to DVLA Swansea SA99 1BE. You will also need to present documentation to confirm your identity.

I can confirm that the vehicle would need to be insured. However you do not need to include evidence of the insurance with your application.

Documentation required to Register Brand New Vehicles:

• V55/4 Application to Register and Tax a brand new vehicle
• Registration fee of £55
• Fee for vehicle tax
• Identity Documents (copies not originals)
• Evidence of type approval (if applicable)
• Dating evidence from the manufacturer or any documentation relating to the vehicle
• Declaration that a vehicle is new form V267
• You are required to notify HMRC immediately when a vehicle arrives in the UK. You can find out more at http://www.hmrc.gov.uk/novaDocumentation required to Register Used Vehicles

Documentation required to Register Used Vehicles:
• V55/5 Application to Register and Tax a used vehicle
• Registration fee of £55
• Fee for vehicle tax (The rates of vehicle tax for all vehicle types are available on the website http://www.gov.uk/vehicle-tax-rate-tables )
• Valid MOT (if applicable)
• Identity Documents (copies not originals)
• Evidence of type approval (if applicable)
• Dating Evidence from the manufacturer or any documentation relating to the vehicle

• DVLA driving licence (Photocard or Paper)

• Marriage Certificate

• Utility bill valid within the last three months i.e. gas, electricity, water, landline telephone
• Bank or Building society statement valid within the last three months
• Medical card
• Council tax bill for current year
Within 2 weeks or your completed application arriving at DVLA you should receive confirmation that your application has been accepted.

Within 4 weeks you should receive your Registration Certificate (V5C).

That's very interesting 'Digdug'
The first paragraph of DVLA's response says, you do need insurance, but don't need to send proof. This suggests to me DVLA can check on the insurance database that your vehicle is insured.
But, if you have insured on the frame number, your insurance won't be on the database. That is the very reason insurers don't like using the frame number for more than fourteen days or so. Because they are obliged to put all new policies onto the database as soon as possible.

I insured my li s3 on the frame no today with Lexham and had no problems at all , insured for the full year and the guy said contact them as soon as i have the reg plate and they will add it to the policy .
All they asked was same as a normal policy three photos and if its garaged ect .

Unless they do record frame number details as soon as you take out insurance otherwise it is a bit "Catch22". :?

If you look at the checklist on the V55 form, designed to ensure that you don't forget anything, insurance isn't on it.

I'll not waste any more time on this thread, I only responded to help the original poster, I don't give a s**t whether anyone believes me or not, when I phoned the DVLA to confirm I didn't need insurance they confirmed I didn't and I got a v5 with no issues. If people want to follow your advice and insure their scooters, crack on :roll:
