SX 200 Disc pads hydraulic conversion

I've got a front disc brake SX200 hydraulic conversion, but it's in parts. It's a copy, but based on the standard Innocenti hub and brake assembly with the four windows. The pads are with it but are not installed. They are brand new but one pad is thicker than the other. Anyone got a clue which one is which? My gut tells me the static pad should be the thinner one as the moving pad can be adjusted.

I'd put the thick pad on the "static" side, this way you get the maximum amount of adjustment out of it.
