Turn the petrol tap off just before you stop the engine. That will empty the float bowl a bit and stop it flooding when you come to start again.

If you are meaning the condenser (capacitor) next to your points, then yes, you will need to remove the flywheel as points and condenser are underneath. Don't forget the flywheel centre nut is left handed thread when removing. You will most probably have to remove the stator plate to do it properly ...

Check the reference pin on the kickstarter shaft. The constant wear from the ramp can cause a deep groove in the pin preventing the plunger from coming out far enough to engage with first gear.

Fitted one to my scoot about a year ago. Had a weird issue where it wouldn't disengage. There are a few mods and things to check on these carbs right from the start. Firstly, grind off the float stops in the bottom of the float bowl. Check the float height carefully. I can't be arsed to list them all, but if you do a forum search, there are plenty of photos and tips on these carbs.
