The hardened bearing cup that is inserted into the end plate has an L shaped side profile....
you are measuring the gap between the shim and the bottom of the L...

I always fit the pedal after fitting the legshields... Spring is a PITA... And always fit the rubber to the pedal after fitting the pedal through the legshields

Have you changed the grips as well?

I had a similar problem with my scooter... I lengthened the slot for the kickstart pin by a couple of mm,and that allowed it to fully engage with first gear..

Mick makes a very good point, you need to budget £1000 + to get the engine in a fit state... then consider and exhaust and labour to do the work for you.
Its not a cheap hobby these days...

I like the standard look, and the performance of an expansion. The JL3 snail goes great with the RT kits IMHO

Bought a Jolly Moto snail for my TS1... firstly they sent the wrong one... I then had to post it back and then they sent me the right one... Took 3 months to sort out...
The exhaust is amazing, really light weight compared to JL's. and a great fit... Performs really well too..

Just restored a 1966 Spanish Li150. Fitted a Scootopia unit... fits really well.
