Holty has it right, drop a tooth on the front sprocket. MIne was similar to yours with 17/46 sprockets on an Li 150 box, it was embarasing. Totally transformed when I dropped the front sprocket by one tooth. That was with a JL3 which I found to be rather limiting on top speed.

That's likely to be a weak link, s2 side casing are prone to breaking around the kickstart boss as they dont have the reinforcing introduced with S3 side casings. Mine only lasted arounf 1k miles and that was just a 186 Migello

It sounds like it might be very rich low down and it's bogging until you change circuits in the carb. Hence when turning the throttle quickly it's enough to jump between them. You might have already tried but I'd try leaning up the idle circuit, first by mixture screw then by the idle jet. All this...

First thing for me would have been clean the carb as it could be the pilot jet/route. Check this again, clean out the pilot jet with a jet cleaner. Clean the filter and check air screw position.
