Do you brake hard or softly. If always softly sometimes the shoes get glazed over time. As much as you dare without falling off :o do a few really hard braking stops and see if that clears it up. If the shim is designed to keep the cone away from the seal and you think it is a bit thin, why not spend another 60p and buy another one and fit two?

As the festoon bulb works and the earth/ground for the headlight bulb should be the same? Then the non working headlight has to be the power feed from the ignition switch to the dip switch. Currently my money is on a faulty ignition switch which may only needed a good squirt with some switch cleaner...
