Well that is quite a minestrone of a question. But deep within it I think I MAY have the answer.
You said : Sometimes if you take off the gas tank cap, wait a few seconds and kick, it'll fire up.
I think the vent in the petrol tank cap is blocked or non-existent.

I'd be looking at the external shim first.

Speedo cables
Anyone know where I can get a grey speedo cable (complete) for an Indian speedo. That is a decent length. ie. longer than 112 cm which seems to be the standard from dealers. Which are too short, resulting in an extremely tight bend at the wheel.

Make sure the crossover magnets on the flywheel are lining up with the stator pick-up.

Re: 200 lost tickover and harder to start
Most dirt in the carb comes out of the petrol tank. Anything sucked in ends up in the barrel.
Try an inline fuel filter.

Re: Jetting standard 200/basic upgrades
If you have experienced a 'heat seize' your first course of action should be to remove the barrel and piston for inspection. If the rings are smeared into the piston, jetting changes alone will not resolve the issue.
Re: Newbie
My first bit of advice (unrequested)
Do not repaint it, It looks fine.
My 2nd bit of advice (also unrequested)
Spend carefully on it. Recouping your costs via a future sale, rarely works on less popular models. As I know to my cost.
