They are bowl overflow pipes don't worry about them if fuel does start flowing from them its usually because the float has stuck and not shutting fuel off

at startup its already advanced to say 1200rpm on tickover so i strobed it at 3000rpm to 23 and no more after 3000rpm it retards to 17/16 it was a normal variatronic from cambridge lambretta
