You've checked the obvious things like no play (or very little) in your rear hub? You should be able to take both hands of your handlebars and the scooter still rides straight, if it pitches to one side then there's definitely something wrong somewhere!

Scootopia 22mm carb and a decent clubman would do the job...most expansions deliver their power high up the rev range rather than low down which from what you are describing is what you need.

Are you sure there isn't a groove on the manifold? I'm running a GT200 (and a GT186 for that matter) with PHBH30 and the GT manifolds and they both have the groove.
