AS above, 26k miles is a looong way and it will be well overdue a major service. Modern 2 stroke oil is usually 'low ash' so doesnt carbon up as much as the old mineral oil but you will have no idea what oil has been used in the past and I would expect a significant build up even with modern oils at...

Might be irrelevant but you should always hold the throttle closed when starting from cold, many people make the mistake of wringing the throttle whilst kicking which results in a weak mixture, worht a try.

28 PHBH would be fine with your clubman but you do need to do something about your gearing, try a 16 toth front sprocket, dyno session is a good idea

I cant help you with the carb setup but the varitronic needs to be set something like 24 degrees so that it retards back to 17 at higher revs
