Can anyone suggest a way of removing (sacrificing, especially if it's alloy) the plate, maybe with dremel etc. That way the screws may be able to be moved with mole grips. i find the best way is to weld a bolt onto the offending screw and this will allow you to screw it out,also generates heat into...

may seem like stating the obvious but when you clean carb are you cleaning idle jet thoroughly, ie; poke a strand of copper wire thru bottom hole.and are you using fresh fuel from a good garage. also try removing the rubber air intake elbow just to check for petrol spitting back out . is your timing...
