It isn't the EU that was blocking the imposition of higher tariffs on Chinese steel though is it? it is Britain and some other countries who are happy to benefit from low steel prices that are pushing to keep the tariffs low. My Series one had the rubbers at the bottom of the strut on both sides. When I replaced them I put them at the bottom I assume that's where they go I've never seen different.
