You could re-fit the flip choke and see if it starts, then you,d know its only a choke adjustment problem.

I dont think you,ll get it to fit without a cutout in the tank, i,ve used a 13.5ltr viet tank and a 18ltr diablo tank and both have needed cutouts for the carb [mikuni in my case].

Theres plenty on ebay sef, Â£3.95 plus p&p, the NGK ones are the best ive used but Champion also now do a good rubber cap, regards.
