Yes there is a difference. PHBH type have needles matched to the valve seat size. Various valve seat sizes are available.

Float needle valve leaking in carb or float stuck. If it has a black tip it's possible been eaten by ethanol content in modern fuel. Red-tipped (viton) ones are better.
