I can offer the tip to never try to turn the race when getting it off. Pull it straight off. If you twist it, it can score and this effectively locks it in place.

Check the inside of the float bowl for any casting obstructions that might affect the float and file them down with a small file. Other possibilities are blockage from rust in your tank. I would check your mixture and tickover adjuster screws are in roughly the right place. Then check the the carb bowl is full of fuel, and then check your jets are clear. I met a guy in Italy last year who had ridden from Brighton (to Livorno, near Pisa), about 900 miles. He said he had qualified for the 1000miles in 24 hours challenge.
