Hi. Scooter not too bad and looking to prep for respray myself by sanding down. When it comes to difficult areas like side panel edges where rust is showing, but not flaking,, can these be treated with anything to stop further rusting, before applying paint. The longer the better. It's not like the modern 2K's where it chemically cures. You are relying on solvent evaporation, and if there is solvent still in the paint you are going to have a tough time. Pics would help, but to be brief :
Grind out the cracks in the filler ( otherwise you will get water ingress and then rust )
Skim with filler
Flat level with anything from P120 up.
Prime
Colour coat.
It won't look the best, but it will stop it getting any worse until you paint it properly.

Could they have had oil on them ?, anti spatter spray from fabrication etc.
Did you degrease and panel wipe then before paint ?
If petrol has lifted the paint that easily it sounds like you had an adhesion problem to begin with.
