How do I remove a piston ring peg and shift it further round the piston?

Should a new Piston without its rings be able to travel the length of a new Barrel without tightness while on the bench? in other words should it drop through or might it need to be pushed?

Might it be the oil seal retaining plate or a pinched seal stiffening the crank?
