A dremmel is too slow for a job like this. You want to be pushing the gasket face down to about 3-4mm around the edges, so I'd go in with a big burr in an electric drill. When I got a re-pack kit from Cam LAm, it came with some heavy duty rivets. They were like normal pop rivets, but you couldn't see the knob on the top of the rivet. They have stayed in place.
