regulator was bought from MB scooters , so hope was genuine . I see he advertises them as Wassel/podronics/BGM/scootronics! So you'll have to ask him which one it is, as it can only be one of them. Yes, 17.9v will damage the battery, looks like you have a dodgy rectifier. Was it a genuine Wassel?
To test the battery, hook up your voltmeter to the battery, switch on the lights and hit the brake light and see what effect this has on the battery voltage.

The indicators are AC from the reg, and the flasher relay works front/back rather than side/side from what's on the wiring diagram. Can't see how this would be. And if the relay was faulty, I'd expect the indicators not to work on one side. I take it the indicators are AC?

Preventative restart device. Used on electric start models to make the starter innoperative when the engine is running.

Those extra wires are normally for the PRD relay, which has probably been removed.

Grey is normally AC power and black earth, so plugging them together will short all electrics out.

All 3 of those circuits are powered from the grey wire so check the condition of the contacts at the speedo connector.

You'll need to state what series and system it's for, i.e. 4 or 6 pole, points or electronic etc.
