With the setup you have you should be getting well over 70MPH.
something is wrong with the set up. Clutch would be my first stop.

My T5 ran a malossi 172 standard up jetted carb 21 tooth cosa clutch and a PM pipe, it went like the clappers.

jackpot mate, that really is the worst case of aggravated assault on a scooter I have ever seen.
