I put a small dinner plate spring (the ones used when people display plates on their wall - b and q) inside the headset to help the throttle wheel return.
Scoot passed this part of mot....but failed on rear brake!! lol

I had same problem...12v and non battery.....and found it was the light switch that had shorted/ was knackered. £12 sorted it and the horn!
