Is it still on the standard fork or have you done a PK conversion? If a conversion you'll need a PK cable with the screw in type rather than clip in end.

I personally wouldn't fit any if he wants to keep the 20/20.You of course could but I wouldn't. Maybe a DR or Pinasco might hike it a bit but I certainly wouldn't entertain a Polini or Malossi on that. Others will no-doubt disagree and that's fine, just stating my preference.

LML and Bajaj are Indian factories who built scooter, or had a franchise from Piaggio, for their domestic market. Latterly, when the legal b@11@x ran out they imported to the UK and other markets. LML are a pretty decent brand, do all of their own R&D and offer quite a number of variants these d...

Not familiar with the prefix but with some luck it''ll prove to be a LML which're a pretty close relation to the PX with most parts interchangeable. Worst case's it'll be a Bajaj which could be a bit more tricky. If it does turn out to be a LML and a 5 port 150 I'd be well chuffed, one of the nicest...

First thing to do is get the engine prefix to see what you may have. 2% oil ratio is the norm. It does sound like the seals are iffy, smoke generally isn't a good sign as you no doubt know from working on bikes. But on the same note you could get an old CX 500 (plastic Maggot),Courier riders Hack of choice for decades, ugly as Sin but will do most things far better than any scooter could ever dream of. Bullet proof or just about anyway.
