I've not jetted a PWK, but my mikuni TMX35 used a 17 idle jet on an RB22. I'm pretty sure that the jet sizes on Japanese carbs have nothing in common with dellorto sizes, also the mixture screw was quite sensitive and was turned in to richen the mixture. Have you tried posting on modern Vespa forum?...

Can you remember the exhaust you used? I've managed to aquire an early mk1 mikeck to use on mine, the cylinders going off to Kegra next week for a fettle and piston so hopefully after doing some crank and inlet work it should be ready to abuse in the next couple of weeks.... Mine used a PM exhaust ...

I'm not overly familiar with PWK jetting, but starting by dropping the needle to lean off the mix should help. Also check the choke plunger seats correctly when the lever is in the off position. Had that problem with a TMX before.

When you say that needle is on the bottom clip, you mean richest setting( closest to the pointy end)? Or do you mean the lowest needle setting (top groove near the blunt end)

I had a MB 180 back in the day, DT175 piston, casing opened for the cylinder spigot, cylinder head slotted into top of cylinder. I recall it being incredibly torquey and smooth. I'm running an LML gearbox (p200 cogs, with 68 tooth primary) and a 22 tooth drive sprocket at the moment with a long stroke polini 187, 24 carb, sip road. Lots of torque and it will easily pull another tooth on the clutch sprocket. Going 23/65 would depend on your weight and wether you ride two up ...

116 if it's autolube, 118 if you are mixing the oil yourself.
Check fuel flow from the tank while you are there.

I second everything that paul said and would only add, shouldn't a P200e have a 118 main jet?
Had a rally 200 behaving like this and it turned out to be bits of old foam from the seat partially blocking the fuel tap.
