No lights!! Help!

So. Was getting on really well. Up until I put my headlight panel on.... Put it on. Connected the light wire and the speedo cable. Put the 2 screws in. Turned the ignition on to check all was ok. And smoke started coming out of the panel....!!! I quickly turned the ignition off. Took the cover off and found a melted section of black wore. I presuming I've trapped a wire. And it's shorted out.... But now I can't seem to get my lights working. Bulbs look fine.....but no lights.......
