Although not scooter related my car insurance renewal dropped on the door step today !! Usually around £250 renewal £833 44 years old/ full licence 26 years/ 0 accidents / 0 claims ever ! I swore at the broker thats for sure, he sounded 12 years old and told me everyones ins going up sir, ffs not mine, £235 AXA

£35 is probably in your small print as a standard admin charge.
It is on mine too.
Got caned on that when I sold 1 bike from 2 on a policy, laughed down the phone when they said '£35 please' and told them to forget it and put the phone down.
Paying £100ish for a GP225 (declared as 225 but no modifications The minute you state 'modifications' you are asking insurers to drop you/refuse to insure IME.
I'm sure all insurers aren't the same but CN/FJs new underwriters don't like mods.

Basically it seems unless you've held you licence for a year or 2 it doesn't make much difference if you've passed your test or not
